Standing Rules and Procedures

The Ladies’ Division, herein referred to as Ladies Club, shall be governed by USGA Rules, except as modified by the following Standing Rules and Procedures. The USGA Rules Handbook shall be used as a guideline by Officers and Committee Chairs. Standing Rules and Procedures changes must be approved by the Executive Board.

1.PUBLIC RELATIONS
A. No commercial advertising shall be allowed in the Ladies Club locker room or on the bulletin board.

B. All donations, cash and/or food, from the Ladies Club shall be donated to a local charitable organization.

2. DUES
Annual dues shall be determined by a vote of the membership and shall cover the cost of:

· Website fees
· Weekly Game fees
· Scheduled tournaments, except as the Captain may deem it necessary to access a fee in order to cover any additional costs, which may not have been included in the yearly budget.
· Eclectics in its entirety

3. DOCUMENT DISTRIBUTION
A. Copies of Ladies Club Bylaws and Standing Rules and Procedures are to be distributed as follows:
· One copy to Skagit Golf and Country Club Manager
· One copy to each Board member
· One copy on the Clubhouse bulletin board
· One copy on the Ladies Club Website

B. Copy of Standing Rules and Procedures is to be distributed to each committee Chair.

C. The Secretary shall be responsible to correct all copies of the bylaws when the Executive Board has made changes that have been approved by a vote of the membership, according to Article 9, Section 1.

4. FEES
Yearly competition fees cover January 1 through December 31 and will be charged to your Skagit Golf & Country Club account. Payment of Tuesday competition winnings will be left to the discretion of the Competition Chair. To be considered for competition for the Ladies Club, you must enroll in Washington Golf through the Skagit Golf and Country Club Pro Shop and this fee will be charged on your account.

5. MAJOR COMPETITIONS
A. Major annual competitions shall be:
· Best Ball Tournament
· Handicap Tournament
· Club Championship
To encourage participation, there are no minimum scores required to play in the Club Championship.

B. Ground Rules
· All match play tournaments shall start on the first tee.
· All tournaments must be played on a 40 handicap or less. A player with a handicap of 41 or over may play, but must play to a 40, thus sacrificing the difference in strokes.
· All stroke play tournaments must be played on the scheduled day and time.
· All competitors must be members of the Ladies Club.
· Sudden death will apply in cases of ties.
· Club Championships and Handicap Tournaments will be stroke play

6. HANDICAPS
A. A player with a handicap over 40 may enter all Ladies’ Club major competitions providing she plays to a 40 handicap.

B. A maximum handicap of up to 45 may be used for regular Tuesday competitions.

C. The “slope rating” will be used as a basis of handicapping on conformity with other State Clubs and WSGA rating. Scores for handicap will conform with the current USGA Rules.

D. When the USGA established course rating cannot be maintained because of course construction, the Handicap Committee will advise players to adjust their handicap scores for handicap purposes only.

E. No player without an established Washington Golf membership standing and handicap in accordance with USGA rules may enter a major competition.

7. AWARDS
A. All awards will be trophies or credit in the Pro Shop.

B. The Awards Chair will be responsible for having all engraving done on appropriate trophies and plaques for the golfing year.

8. GENERAL
A. Appropriate golf dress at all times. Clubhouse rules are expected to be complied with by each member.

B. No one under the age of 18 is allowed in the Ladies Locker Room unless accompanied by a Ladies Club member.

C. A reservation for any special social event to be put on by the Ladies Club must be cancelled 24 hours in advance of the date of the event, or the charge for the same will be applicable.

9. RULES & ETIQUETTE
Consult with the Skagit Golf and Country Club Professional or Assistant for clarification or decision on a ruling.

10. TEAM
• Post a sign-up sheet on the bulletin board in advance of upcoming team dates/events.
· The team captain and seven (7) other players with the lowest handicaps who have signed up for the team play event, shall be included for the four (4) summer months of play.
· Gather the scores from the team members at the end of the day, and report them to the overall Team Captain.
• In the event you are the overall Team Captain, gather team points, arrange standings and arrange the end of the year luncheon.

11. TOURNAMENTS
The Committee shall consist of the Assistant Captain and committee of her choice and shall be responsible for establishing policies and procedures governing all tournament and field day events, and running all tournaments and exchange play with the exception of the Invitational. Such policies and procedures, in addition to those noted below, must be approved by the Captain prior to each tournament.

· Players must be 21 or older
· Players must have a current USGA established handicap
· Players must be in good standing at a private or public course

The Handicap Tournament is stroke play, and shall be played on two consecutive Tuesdays. The tournament is played with full handicaps and three to four divisions depending on number of players. Awards will be presented to an overall net winner and divisional winners.

12. WAYS & MEANS Executive Board.

13. WSWGA REPRESENTATIVE
Shall represent our Club as a delegate to the Washington State Women’s Golf Association, and shall report WSWGA issues, events, and tournaments to our Club.

14. WEBSITE (replaces YEARBOOK)
Shall collect all calendar information, membership list, etc., and be in charge of updating the website on a regular basis.
